# Incyber Technology Proposes Development of Malaysia’s National Encryption Algorithm

Kuala Lumpur, 3 October 2025 - In a move that could redefine Malaysia’s cybersecurity landscape, Incyber Technology, a Malaysia-based research and development company specializing in cryptography, AI, and national cybersecurity systems, has formally submitted a proposal to the Minister of Digital, YB Tuan Gobind Singh Deo, to develop a National Encryption Algorithm and Cybersecurity Infrastructure Framework uniquely tailored to Malaysia’s national interests.

The proposal aligns with the country’s vision for digital sovereignty and supports the objectives outlined in the Malaysia Digital Economy Blueprint (MyDIGITAL), emphasizing the nation’s readiness for post-quantum security challenges and advanced data protection standards.

1. Malaysian National Encryption Algorithm

The proposed encryption standard will be fully owned by the Malaysian government and built on post-quantum cryptography principles. The framework will ensure compliance with both international cybersecurity standards and local regulations, providing Malaysia with a sovereign encryption capability independent from foreign reliance.

2. Secure Encryption Hardware Deployment

The plan includes the introduction of personal encryption devices for use by government agencies, financial institutions, and defense sectors. These devices will integrate hardware-based two-factor authentication (2FA), one-time password (OTP) generation, and offline digital signature features to secure sensitive communications and transactions.

3. National Cryptographic Research Center (NCRC)

A new National Cryptographic Research Center is proposed to be established in Malaysia as a hub for joint R&D, knowledge transfer, and training of local engineers. The center will leverage AI-enhanced threat modeling and secure key management systems to strengthen national resilience against cyber espionage and emerging digital threats.

4. IT Consulting and Professional Services

Incyber Technology will provide end-to-end consulting, including system design, development, deployment, and regulatory advisory in the Malay language. The partnership model includes outcome-based milestones to ensure transparency and measurable performance.

According to Incyber Technology, this initiative would enable Malaysia to become one of the few nations in Asia to establish full cryptographic independence, quantum-resilient communication, and AI-driven cybersecurity defense capabilities.
