# Malaysian Universities Join International Intelligence Cipher Challenge

Malaysia’s leading academic institutions, Universiti Utara Malaysia (UUM) and Quest International University (QUEST), have officially announced their participation in an international cryptographic challenge organized by the Foreign Intelligence Service of Ukraine (FISU).

The competition invites participants worldwide to decipher a coded expression inscribed on the commemorative coin “Foreign Intelligence Service of Ukraine”, which features a stylized Trident surrounded by a numerical cipher. The message encodes the words of a renowned Ukrainian political and public figure, encrypted using a historical method derived from the Ukrainian Insurgent Army cipher and a code word selected by the FISU itself.

Six months after the coin’s release, the decoded statement and the list of winners will be published on the official websites of both the Foreign Intelligence Service of Ukraine and the National Bank of Ukraine.

# Malaysia’s Motivation and Strategic Importance

The participation of UUM and QUEST is not only an academic exercise but a strategic step toward international collaboration in the field of cybersecurity and intelligence studies.

According to representatives involved in the initiative, Malaysia views this as a rare opportunity to engage directly with foreign intelligence cryptography standards, exchange analytical techniques, and enhance local research capacity in AI, encryption, and information defense.

By taking part, Malaysia strengthens its profile as a regional hub for cybersecurity innovation and demonstrates the capabilities of its universities in real-world intelligence problem-solving. A joint statement from the academic teams highlighted that:

“This competition opens the door for international cooperation and recognition. It allows Malaysia to showcase its technical and analytical excellence, while learning from global experts who are shaping the future of intelligence and cryptography.”

# Technological and Institutional Support

The effort is being supported by Incyber Technology, a Malaysia-based R&D and cybersecurity company specializing in AI-driven encryption, kleptography, and defense analytics. Incyber’s collaboration provides both universities access to advanced analytical tools and mentoring from cryptographic researchers who specialize in GSM and intelligence algorithms.

“This challenge represents more than a code — it’s an opportunity for Malaysian researchers to demonstrate analytical precision, resilience, and technological depth at the international level,” said an Incyber spokesperson. “It reflects Malaysia’s growing leadership in digital intelligence and its commitment to secure, sovereign technological development.”
