# UUM and Aviamar Defence Discuss Collaboration on Advanced Border Monitoring System
Universiti Utara Malaysia (UUM) held a strategic meeting with Aviamar Defence Sdn Bhd (ADSB) to discuss a research and development (R&D) collaboration aimed at enhancing Malaysia’s national border surveillance capabilities using advanced and emerging technologies.
The meeting was chaired by YBhg. Dato’ Prof. Dr. Mohd Fo’ad Bin Sakdan, Vice-Chancellor of UUM, at the Jabatan Canselori, and attended by representatives from Aviamar Defence Sdn Bhd, including the company’s Director and Project Manager.
The proposed collaboration focuses on the development of a monitoring system for the Malaysia–Thailand border at Bukit Kayu Hitam, Kedah, a strategic gateway for trade and security operations. The initiative aims to strengthen border defense, improve situational awareness, and enhance cross-agency coordination through the use of AI-powered surveillance, data fusion, and real-time threat analytics.
# National Security Alignment
The project proposal aligns closely with the statement by the Minister of Home Affairs (KDN) on 12 December 2024, emphasizing the need to upgrade the nation’s defense and security capacity at key border points. The advanced system envisioned under this partnership will incorporate modern monitoring technologies designed to detect, analyze, and respond to irregular border activity efficiently.
Aviamar Defence, a 100% Bumiputera-owned company, expressed strong interest in partnering with UUM to leverage the university’s research expertise in information systems, defense analytics, and artificial intelligence. Together, both parties aim to create a next-generation monitoring framework that could serve as a national model for intelligent border security.
# Incyber Technology: AI and Analytical Backbone
The collaboration will also include Incyber Technology, a Malaysian R&D company specializing in AI systems, cryptography, and real-time intelligence analysis. Incyber will provide the technical core for the project through its Mongoosta analytical framework, integrating AI-driven situational awareness, GSM parameter analysis, and encrypted data communications.
“Our mission is to give Malaysia full control of its digital borders,” said an Incyber Technology representative. “Through advanced AI and locally developed analytical systems, we ensure every piece of intelligence is processed securely and in real time - turning data into actionable defense.”
This partnership positions Malaysia as a pioneer in sovereign defense intelligence systems, with AI and data analysis conducted fully within national infrastructure.
# Mutual Commitment to Innovation
During the meeting, both sides discussed potential frameworks for collaboration, including joint research projects, prototype development, and pilot testing at Bukit Kayu Hitam. The proposed system is expected to integrate a range of technologies — including AI-driven analytics, secure communications, and multi-sensor fusion — to deliver actionable intelligence in real time.
“This collaboration represents an important step toward advancing Malaysia’s national security capabilities through academic and industrial synergy,” said Dato’ Prof. Dr. Mohd Fo’ad. “UUM welcomes partnerships that not only promote innovation but also contribute directly to the nation’s strategic interests.”
Aviamar Defence representatives expressed their appreciation for UUM’s proactive engagement and indicated readiness to present a full technical briefing and demonstration of the proposed system upon formal confirmation of cooperation.
# Next Steps
Following the discussion, UUM invited Aviamar Defence to submit a formal letter of intent outlining the scope of cooperation. Once finalized, the project will move into the joint presentation and evaluation stage, paving the way for Malaysia’s first university–industry collaboration in advanced border monitoring R&D.
This initiative underscores Malaysia’s growing commitment to integrating academic innovation with national defense objectives, ensuring that technological sovereignty and homeland security progress hand in hand.
